It is addressed to all citizens of Mount Royal in order to find an immediate and efficient solution for the construction of the Sports and Community Complex that is so long awaited by all. This petition-resolution will be presented to the Council in order to avoid any slippage, delays in decision making and time and money wasted in vain. CONSIDÉRANT QUE le projet du Complexe sportif et communautaire de Ville Mont-Royal est attendu depuis 2013;
CONSIDÉRANT QUE depuis 2013, les contribuables ont payé des sommes considérables (des centaines de milliers de dollars) pour la préparation de deux Plans Fonctionnels et Techniques (PFT), un premier en 2013, puis un second en 2018;
CONSIDÉRANT QUE le second PFT a conduit aux plans et devis et que ceux-ci ont coûté plus de 5 000 000 $ pour les contribuables Monterois;
CONSIDÉRANT QUE le projet du Centre sportif tel que conçu par les ingénieurs, les architectes et le directeur de projet comprenait trois pôles intégrés en un seul bâtiment, soient un centre récréatif, un centre sportif et un centre aquatique;
CONSIDÉRANT QUE un appel d’offres public pour la construction a été lancé en 2021;
CONSIDÉRANT QUE en 2021, lors de l’ouverture des enveloppes de l’appel d’offres, les deux entrepreneurs soumissionnaires, EBC et MCGIL ont soumissionné le projet du Complexe sportif et communautaire à respectivement 76 903 961 $ et 81 700 000 $ (avant taxes);
CONSIDÉRANT QUE les résultats de l’appel d’offres dépassaient largement le budget estimé et prévu par les architectes d’alors, soit (60 820 000 $; estimation classe A transmise à l’administration en date du 4 mars 2021);
CONSIDÉRANT QUE la firme POIRIER FONTAINE ARCHITECTES INC. retenue par la Ville, a passé en revue les deux soumissions et analysé la disparité observée entre les prix transmis par les différents sous-traitants (BSDQ) et les soumissions déposées par les entrepreneurs soumissionnaires;
CONSIDÉRANT QUE afin de mener à terme ce projet du Complexe sportif et communautaire, la firme POIRIER FONTAINE ARCHITECTES INC. a proposé différentes alternatives à envisager afin de limiter les contraintes de temps, de coûts et de marché en date du 27 avril 2021;
CONSIDÉRANT QUE la précédente administration de la Ville a décidé de mettre le projet en suspens en raison, notamment, des coûts exorbitants des soumissions, ainsi que de l’approche des élections municipales qui devaient avoir lieu en novembre 2021;
CONSIDÉRANT QUE la lettre de la firme POIRIER FONTAINE ARCHITECTES INC, en date du 27 avril 2021, n’a JAMAIS été présentée au nouveau Conseil depuis son arrivée en poste en novembre 2021;
CONSIDÉRANT QUE le directeur de projet du Complexe sportif et communautaire a été renvoyé lors de LA PREMIERE SÉANCE DU NOUVEAU CONSEIL en novembre 2021 et sans avoir l’opportunité de rencontrer le nouveau Conseil, pour l’éclairer et assurer le moindre transfert de connaissances, des tenants et aboutissants de ce projet aux membres du Conseil;
CONSIDÉRANT QUE le nouveau projet du Complexe sportif et communautaire tel que présenté les 1er et 2 février 2023, nécessite de repartir le projet de ZÉRO et de gaspiller plus de 14 309 000 $ d’argent des contribuables Monterois,
Faire fi de plus de 5 000 000 $, 3 ans de travail, ainsi que les honoraires payés pour les professionnels engagés spécifiquement pour ce projet pendant plus de 3 ans.
La perte automatique de la subvention de 3 000 000 $ accordée au projet initial du Complexe sportif et communautaire;
Une nouvelle dépense minimale de 6 309 000 $ d’honoraires professionnel pour le nouveau PFT, plans et devis qui prouve sans équivoque que le projet version 2.0 est différent par rapport à la version 1.0;
CONSIDÉRANT QUE le coût de construction en 2024 de la version 2.0 présenté par le maire à 66 500 000 $ durant les deux séances d’information les 1er et 2 février 2023 semble bien irréaliste et prématuré. Ce nouveau projet est en phase d’identification soit en Estimations Classe D et cette estimation n’est attachée à aucun plan ni devis de ce nouveau Complexe sportif et communautaire. Donc, la nature de ce nouveau projet (à titre d’exemple: la superficie totale, les composantes architecturales, etc.) est encore inconnue, ne permettant pas, ainsi, d’avoir une estimation réelle;
CONSIDÉRANT QUE en repartant de ZÉRO, dans une optique très optimiste, le projet ne pourrait commencer qu’au PRINTEMPS 2025, soit l’année des prochaines élections municipales;
CONSIDÉRANT QUE dans la situation économique actuelle, il serait prudent, diligent, respectueux et sage de reprendre la version 1.0 de ce projet et de continuer avec ce qui avait été fait pendant plus de 3 ans (2018-2021) par des professionnels;
CONSIDÉRANT QUE l’erreur serait de recommencer et d’essayer de réinventer un concept qui existait déjà;
CONSIDÉRANT QUE Le Conseil est d’accord sur la localisation du futur centre sportif, c’est à dire connecté au stationnement souterrain prévu à cet effet, construit gracieusement par la famille Rossy;
CONSIDÉRANT QUE Le Conseil est d’accord sur les installations, facilités et services à fournir aux résidents, tels que prévu aux plans du centre sportif réalisés dans la version 1.0;
CONSIDÉRANT QUE Le Conseil est d’accord pour engager un budget total (incluant le dédoublement des frais d’architecture et la perte potentielle de la subvention) qui correspondra au minimum à ce qui était le résultat d’appel d’offre en 2021;
Sur proposition de la conseillère Maryam Kamali Nezhad, appuyée par les résidents signataires de cette pétition, il est résolu:
D’accepter le retour aux plans et devis réalisés et livrés pour la construction du Complexe sportif et communautaire en 2021;
D’accepter de lever toutes les restrictions, s’il y a lieu, pour rencontrer et consulter toute personne ayant des connaissances sur le complexe, et même, au besoin et si nécessaire, l’ancien directeur de projet du Complexe sportif et communautaire, M. Luc-Denis Morin qui a travaillé de façon intensive sur ce dossier de 2018 à novembre 2021;
D’accepter de mandater la firme POIRIER FONTAINE ARCHITECTES INC. pour :
Réviser les plans et devis existants dans le but de faire un down-scaling (réduction d’échelle), dans la mesure des possibilités techniques,
Reprendre et mettre à jour les documents administratifs d’appel d’offres,
D’accepter d’aller en appel d’offres le plus tôt possible avant l’été 2023;
Le tout dans l’objectif de commencer le projet de construction du Complexe sportif et Communautaire de Ville Mont-Royal en été 2023.
De prévoir la relocalisation temporaire de l’essentiel des services offerts par le centre actuel, pour minimiser l’interruption de ceux-ci;
D’accepter de former et nommer une équipe d’experts incluant les ingénieurs de la Ville désignés par le Conseil, le Directeur de projet et d’intégrer deux membres du Conseil pour collaborer à la mise en œuvre.

CONSIDERING THAT the Town of Mount Royal Sports and Community Complex project has been pending since 2013;
CONSIDERING THAT since 2013, taxpayers have paid considerable sums of money (hundreds of thousands of dollars) for the preparation of two Functional and Technical Plans (FTP), the first one in 2013, and the second one in 2018;
CONSIDERING THAT the second FTP led to plans and specifications costing the taxpayers of Mont-Royal over $5,000,000;
CONSIDERING THAT the Sports Centre project as conceived by the engineers, architects and project manager included three poles integrated in one building, namely a recreation centre, a sports centre and an aquatic center;
CONSIDERING THAT in 2021, a call for public tenders was issued for the construction;
CONSIDERING THAT at the opening of the tender envelopes in 2021, the two contractors, EBC and MCGIL, bid $76,903,961 and $81,700,000 (before taxes) respectively for the sports and community complex project;
CONSIDERING THAT the results of the call for tenders greatly exceeded the budget estimated by the architects at the time ($60,820,000; class A estimate sent to the administration on March 4, 2021);
CONSIDERING THAT the firm POIRIER FONTAINE ARCHITECTES INC., retained by the City, reviewed the two tenders and analyzed the disparity observed between the prices submitted by the various subcontractors (BSDQ) and the tenders submitted by the contractors;
CONSIDERING THAT in order to complete the Sports and Community Complex project, the firm POIRIER FONTAINE ARCHITECTES INC. proposed various alternatives to be considered in order to limit the time, cost and market constraints as of April 27, 2021;
CONSIDERING THAT the previous city administration decided to put the project on hold due to, among other things, the exorbitant cost of bids and the approaching municipal elections in November 2021;
CONSIDERING THAT the letter from POIRIER FONTAINE ARCHITECTES INC, dated April 27, 2021, has NEVER been presented to the new Council since it took office in November 2021;
CONSIDERING THAT the project manager for the Sports and Community Complex was dismissed at the FIRST MEETING of the new Council in November 2021 without having the opportunity to meet with the new Council to enlighten it and ensure the transfer of knowledge of the ins and outs of this project to Council members;
CONSIDERING THAT the new project for the Sports and Community Complex as presented on February 1 and 2, 2023, requires starting the project from ZERO and wasting more than $14,309,000 of Monterois taxpayers' money,
Ignoring over $5,000,000, 3 years of work, as well as the fees paid for professionals hired specifically for this project for over 3 years,
The automatic loss of the $3,000,000 subsidy granted to the original Sports and Community Complex project,
A new minimum expenditure of $6,309,000 in professional fees for the new FTP, plans and specifications which unequivocally proves that the version 2.0 of this project is different from version 1.0;
CONSIDERING THAT the cost of construction in 2024 of version 2.0 presented by the Mayor at $66,500,000 during the two information sessions on February 1 and 2, 2023 seems unrealistic and premature. This new project is in the identification phase, i.e. in Class D Estimates, and this estimate is not attached to any plans or specifications for this new Sports and Community Complex. Therefore, the nature of this new project (for example: total surface area, architectural components, etc.) is still unknown, thus not allowing for a real estimate;
CONSIDERING THAT starting from ZERO, in a very optimistic perspective, the project could only begin in SPRING 2025, the year of the next municipal elections;
CONSIDERING THAT in the current economic situation, it would be prudent, diligent, respectful and wise to go back to version 1.0 of this project and continue with what had been done for over 3 years (2018-2021) by professionals;
CONSIDERING THAT the mistake would be to start over and try to reinvent a concept that already existed;
CONSIDERING THAT Council agrees with the location of the future sports centre, i.e., connected to the underground parking lot provided for this purpose, built free of charge by the Rossy family;
CONSIDERING THAT the Council agrees with the facilities, amenities and services to be provided to residents, as stipulated in the plans for the sports centre in version 1.0;
CONSIDERING THAT Council agrees to commit a total budget (including duplication of architectural costs and potential loss of subsidy) that will be at least equal to what was the outcome of the tender in 2021;
On motion of Councillor Maryam Kamali Nezhad, seconded by the residents who signed this petition, it is resolved that:
Accept the return to the plans and specifications completed and delivered for the construction of the Sports and Community Complex in 2021
Agree to lift all restrictions, if need be, to meet and consult with anyone having knowledge of the complex and even, if necessary, the former project manager of the Sports and Community Complex, Mr. Luc-Denis Morin, who worked intensively on this file from 2018 to November 2021;
Accept to mandate the firm POIRIER FONTAINE ARCHITECTES INC. to
Revise the existing plans and specifications with a view to downscaling them, within the limits of technical possibilities
Review and update the administrative tender documents,
Agree to go to tender as soon as possible before the summer of 2023; All of this with the objective of starting the construction project of the Town of Mount Royal Sports and Community Complex in the summer of 2023;
Provide for the temporary relocation of most of the services offered by the current centre, to minimize the interruption of these services;
Agree to form and appoint a team of experts including the Town's engineers designated by the Council, the project director and to integrate two members of the Council to collaborate in the implementation.
